The Best Movie of the Year

I once saw this description on an add for a horror movie, I believe it was called "People Under the Stairs." Of course it was also, like this one, the *first* movie of the year.

Seriously though, how can you get a 9% rating at Rotten Tomatoes? I could shoot a 90 minute video of a cat playing with a paper bag and get a higher rating than that.
